案例背景



撫(fu)松縣位于吉林(lin)省東(dong)南(nan)部、長白(bai)山(shan)西(xi)北麓(lu),是(shi)松花江源頭和(he)全國重要(yao)的林(lin)業基(ji)地,擁有10萬公(gong)頃長白(bai)山(shan)國家級自然保護區(qu),森(sen)林(lin)覆蓋(gai)率達到(dao)87.6%,自然資源豐富(fu),生態環境良好,“21度的夏天(tian)”“森(sen)林(lin)城市(shi)”“冰雪運動天(tian)堂”等都(dou)是(shi)其(qi)獨特(te)的生態產品名片。



作為國家重點生態(tai)(tai)(tai)功能(neng)區(qu)(qu),撫(fu)松縣6159平方公(gong)里的(de)國土面積(ji)中,有94.1%的(de)面積(ji)屬于禁止開發(fa)(fa)區(qu)(qu)域(yu)和(he)限制開發(fa)(fa)區(qu)(qu)域(yu)。面對保障國家生態(tai)(tai)(tai)安全和(he)區(qu)(qu)域(yu)經濟(ji)發(fa)(fa)展(zhan)兩大(da)任務,撫(fu)松縣一(yi)手抓(zhua)生態(tai)(tai)(tai)環境保護(hu),做(zuo)大(da)做(zuo)優“綠(lv)水青山(shan)(shan)”,提(ti)(ti)升優質(zhi)生態(tai)(tai)(tai)產(chan)(chan)品供給能(neng)力;一(yi)手抓(zhua)生態(tai)(tai)(tai)產(chan)(chan)業發(fa)(fa)展(zhan),因(yin)地(di)制宜地(di)發(fa)(fa)展(zhan)了礦泉水、人參、旅(lv)游(you)三大(da)綠(lv)色產(chan)(chan)業,促進(jin)生態(tai)(tai)(tai)產(chan)(chan)品價(jia)值實現和(he)效益(yi)提(ti)(ti)升,不斷把“綠(lv)水青山(shan)(shan)”和(he)“冰天雪地(di)”轉化為“金山(shan)(shan)銀山(shan)(shan)”,走出了一(yi)條獨具(ju)長白山(shan)(shan)區(qu)(qu)特色的(de)生態(tai)(tai)(tai)優先、綠(lv)色發(fa)(fa)展(zhan)之(zhi)路。



具體做法



一是加強自然生態系統保護修復,增強生態產品供給能力。強化(hua)生(sheng)(sheng)態紅(hong)線保(bao)(bao)(bao)護(hu)和(he)(he)管(guan)(guan)控(kong),科學編(bian)制國土(tu)空間規劃(hua),將生(sheng)(sheng)態敏感區域、飲(yin)用水(shui)源(yuan)地(di)(di)(di)等納入(ru)(ru)(ru)生(sheng)(sheng)態保(bao)(bao)(bao)護(hu)紅(hong)線,加大生(sheng)(sheng)態保(bao)(bao)(bao)護(hu)、監測和(he)(he)管(guan)(guan)控(kong)力(li)(li)度,確保(bao)(bao)(bao)生(sheng)(sheng)態功(gong)能不降低、面(mian)積(ji)不減少、性質不改變(bian)。全面(mian)實(shi)施產業(ye)(ye)準入(ru)(ru)(ru)負面(mian)清單(dan),編(bian)制了《撫松縣(xian)國家(jia)(jia)主(zhu)體(ti)功(gong)能區產業(ye)(ye)準入(ru)(ru)(ru)負面(mian)清單(dan)》,淘汰關(guan)閉影響生(sheng)(sheng)態環境的產業(ye)(ye),大力(li)(li)發(fa)展(zhan)與主(zhu)體(ti)功(gong)能相容相生(sheng)(sheng)的產業(ye)(ye),形成“面(mian)上保(bao)(bao)(bao)護(hu)、有序開發(fa)”的空間結構。實(shi)施“林長制”和(he)(he)天然林保(bao)(bao)(bao)護(hu)工程,建立(li)(li)縣(xian)、鄉、村三級林長制責任體(ti)系,嚴厲打擊毀林開墾、侵占(zhan)林地(di)(di)(di)等行為,建立(li)(li)對生(sheng)(sheng)態公益林、飲(yin)用水(shui)源(yuan)地(di)(di)(di)涵(han)養林等立(li)(li)體(ti)管(guan)(guan)護(hu)網絡(luo),形成“山(shan)有人(ren)(ren)看、林有人(ren)(ren)管(guan)(guan)、責有人(ren)(ren)擔”的工作(zuo)機(ji)制;積(ji)極推(tui)動植(zhi)樹造林,“十(shi)三五(wu)”期(qi)間完成植(zhi)樹造林3.23萬畝(mu)(mu),森林撫育(yu)1.97萬畝(mu)(mu)。嚴格水(shui)資(zi)源(yuan)和(he)(he)水(shui)源(yuan)地(di)(di)(di)保(bao)(bao)(bao)護(hu),在摸清水(shui)資(zi)源(yuan)家(jia)(jia)底的基礎上,嚴格執行取用水(shui)總量計劃(hua)管(guan)(guan)理;采取無人(ren)(ren)機(ji)、日常巡護(hu)等手段,加強對重點(dian)區域、重點(dian)水(shui)源(yuan)的定期(qi)巡護(hu)。推(tui)進生(sheng)(sheng)態保(bao)(bao)(bao)護(hu)修復,開展(zhan)山(shan)水(shui)林田(tian)湖(hu)一體(ti)化(hua)保(bao)(bao)(bao)護(hu)修復和(he)(he)大氣、水(shui)、土(tu)壤污(wu)染防(fang)治(zhi)攻堅(jian)戰,“十(shi)三五(wu)”期(qi)間設(she)立(li)(li)了2個中華秋沙(sha)鴨(ya)保(bao)(bao)(bao)護(hu)區和(he)(he)1個濕地(di)(di)(di)公園(yuan),擦亮“綠(lv)水(shui)青山(shan)”的底色,提高生(sheng)(sheng)態產品供(gong)給能力(li)(li)。

一是生態效應顯著。撫松(song)(song)縣(xian)自然(ran)(ran)生(sheng)(sheng)(sheng)態(tai)系統(tong)的(de)質(zhi)(zhi)量(liang)(liang)和(he)(he)穩定性不(bu)斷(duan)(duan)(duan)提高,優(you)質(zhi)(zhi)生(sheng)(sheng)(sheng)態(tai)產品(pin)供(gong)給能力不(bu)斷(duan)(duan)(duan)增(zeng)強。水(shui)質(zhi)(zhi)持續(xu)保(bao)(bao)持優(you)良,全(quan)縣(xian)2個省(sheng)級考核斷(duan)(duan)(duan)面和(he)(he)2處縣(xian)級以(yi)上(shang)集中(zhong)式飲用水(shui)源地(di)水(shui)質(zhi)(zhi)達標率為(wei)100%,境(jing)內地(di)表水(shui)環境(jing)質(zhi)(zhi)量(liang)(liang)常年保(bao)(bao)持在(zai)II類以(yi)上(shang)。森林生(sheng)(sheng)(sheng)態(tai)功能不(bu)斷(duan)(duan)(duan)增(zeng)強,全(quan)縣(xian)生(sheng)(sheng)(sheng)態(tai)公益(yi)(yi)林占林地(di)面積的(de)56%,木材(cai)總(zong)蓄積量(liang)(liang)8500萬立方米,成(cheng)為(wei)吉林省(sheng)天然(ran)(ran)紅(hong)松(song)(song)母樹林基地(di)。空氣質(zhi)(zhi)量(liang)(liang)持續(xu)改善,空氣中(zhong)負氧離子含(han)量(liang)(liang)高,空氣環境(jing)質(zhi)(zhi)量(liang)(liang)優(you)良率常年超過90%,生(sheng)(sheng)(sheng)態(tai)環境(jing)質(zhi)(zhi)量(liang)(liang)指數(shu)位居全(quan)省(sheng)前(qian)列。生(sheng)(sheng)(sheng)物(wu)種群日(ri)益(yi)(yi)豐富,“十三五”期間全(quan)縣(xian)建成(cheng)4個自然(ran)(ran)保(bao)(bao)護(hu)區(qu)和(he)(he)3個國家級森林公園,野(ye)(ye)生(sheng)(sheng)(sheng)動植物(wu)棲息地(di)得到有(you)效保(bao)(bao)護(hu),全(quan)縣(xian)現有(you)野(ye)(ye)生(sheng)(sheng)(sheng)植物(wu)2639種,中(zhong)華秋沙鴨等國家一級保(bao)(bao)護(hu)野(ye)(ye)生(sheng)(sheng)(sheng)動物(wu)的(de)數(shu)量(liang)(liang)不(bu)斷(duan)(duan)(duan)增(zeng)加。



二是生態產品價值有效轉化。通過(guo)生態產(chan)(chan)(chan)業(ye)化(hua)和(he)產(chan)(chan)(chan)業(ye)生態化(hua),構建了以(yi)旅(lv)(lv)游為(wei)主的(de)(de)服務業(ye)、以(yi)人(ren)(ren)參(can)為(wei)主的(de)(de)醫藥健康業(ye)和(he)以(yi)礦泉(quan)(quan)飲品(pin)(pin)為(wei)主的(de)(de)綠色食品(pin)(pin)業(ye),三大(da)產(chan)(chan)(chan)業(ye)2020年占(zhan)全(quan)縣(xian)(xian)GDP的(de)(de)比(bi)重達(da)到(dao)73%,暢(chang)通了生態產(chan)(chan)(chan)品(pin)(pin)價值實現渠道(dao)。礦泉(quan)(quan)水產(chan)(chan)(chan)業(ye)方面(mian),截至2021年10月,全(quan)縣(xian)(xian)礦泉(quan)(quan)飲品(pin)(pin)產(chan)(chan)(chan)量、產(chan)(chan)(chan)值和(he)上繳稅收分別(bie)為(wei)94.7萬噸、8.3億(yi)元和(he)1.5億(yi)元,同比(bi)分別(bie)增長27.8%、80.2%和(he)89%,泉(quan)(quan)陽泉(quan)(quan)榮獲“中(zhong)國(guo)馳(chi)名(ming)商(shang)標”。人(ren)(ren)參(can)產(chan)(chan)(chan)業(ye)方面(mian),全(quan)縣(xian)(xian)“十(shi)三五(wu)”期(qi)間累計(ji)交易鮮參(can)24.9萬噸、交易額(e)260.2億(yi)元,銷量占(zhan)全(quan)國(guo)的(de)(de)80%以(yi)上;全(quan)縣(xian)(xian)人(ren)(ren)參(can)種(zhong)植(zhi)業(ye)產(chan)(chan)(chan)值達(da)到(dao)53.65億(yi)元,加工業(ye)產(chan)(chan)(chan)值達(da)到(dao)248億(yi)元。旅(lv)(lv)游產(chan)(chan)(chan)業(ye)方面(mian),撫松長白(bai)山國(guo)際旅(lv)(lv)游區成為(wei)國(guo)家冰(bing)雪運動訓練基地,“十(shi)三五(wu)”期(qi)間共接待游客400多萬人(ren)(ren)次,實現收入99.5億(yi)元,撫松縣(xian)(xian)被評為(wei)全(quan)國(guo)避暑旅(lv)(lv)游十(shi)佳城市。



三是民生福祉不斷增強。“十三五”期(qi)間,礦(kuang)泉水、人(ren)(ren)參(can)、旅游產(chan)業(ye)共帶(dai)動就業(ye)10萬人(ren)(ren),拓寬(kuan)了(le)(le)(le)群眾增(zeng)收(shou)致富(fu)的(de)(de)渠道。礦(kuang)泉水產(chan)業(ye)帶(dai)動了(le)(le)(le)全縣乃至周邊地區物流、包(bao)裝等相關產(chan)業(ye)的(de)(de)發(fa)展,吸納了(le)(le)(le)5000多人(ren)(ren)就業(ye);人(ren)(ren)參(can)產(chan)業(ye)的(de)(de)綠色升(sheng)級(ji),帶(dai)動林下(xia)參(can)種植從(cong)業(ye)人(ren)(ren)員1萬余人(ren)(ren),建(jian)設了(le)(le)(le)以萬良鎮為代表的(de)(de)人(ren)(ren)參(can)產(chan)品加(jia)工基地,帶(dai)動全鎮18個(ge)行政村(cun)(cun)292戶517人(ren)(ren)脫(tuo)貧致富(fu);依托良好生(sheng)態環(huan)境建(jian)設的(de)(de)休閑旅游度(du)假(jia)基地,帶(dai)動漫江、仙人(ren)(ren)橋、露水河等5個(ge)鄉鎮209人(ren)(ren)脫(tuo)貧致富(fu)和(he)村(cun)(cun)集體經(jing)(jing)濟發(fa)展,讓農民(min)挑起了(le)(le)(le)“金扁擔”、鼓起了(le)(le)(le)“錢袋子”,走出了(le)(le)(le)一條經(jing)(jing)濟、社(she)會和(he)生(sheng)態協(xie)調發(fa)展之路。
